أَخْبَرَنَا الشَّافِعِيُّ رَضِيَ اللَّهُ عَنْهُ، قَالَ: أَخْبَرَنَا إِبْرَاهِيمُ بْنُ مُحَمَّدٍ، قَالَ: أَخْبَرَنِي إِسْمَاعِيلُ بْنُ أَبِي حَكِيمٍ، عَنْ عُمَرَ بْنِ عَبْدِ الْعَزِيزِ: أَنَّ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ كَتَبَ إِلَى أَهْلِ الْيَمَنِ أَنَّ عَلَى كُلِّ إِنْسَانٍ مِنْكُمْ دِينَارًا كُلَّ سَنَةٍ أَوْ قَيِمَتَهُ مِنَ الْمَعَافِرِ، يَعْنِي: أَهْلَ الذِّمَّةِ مِنْهُمْ.

Tell us Shafei may Allah be pleased with him, said: Tell us Ibrahim bin Mohammed, he said: Tell me Ismail ibn Abi Hakim, Omar bin Abdul Aziz: that the Prophet, peace be upon him wrote to the people of Yemen that every man of you dinars every year or value of Alamaafr, Meaning: The people of the offense are among them.
