حَدَّثَنَا عَبْدُ الرَّزَّاقِ حَدَّثَنَا مَعْمَرٌ عَنِ ابْنِ طَاوُسٍ عَنْ أَبِيهِ عَنِ ابْنِ عَبَّاسٍ قَالَ كَانَ الطَّلَاقُ عَلَى عَهْدِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَأَبِي بَكْرٍ وَسَنَتَيْنِ مِنْ خِلَافَةِ عُمَرَ بْنِ الْخَطَّابِ طَلَاقُ الثَّلَاثِ وَاحِدَةً فَقَالَ عُمَرُ إِنَّ النَّاسَ قَدْ اسْتَعْجَلُوا فِي أَمْرٍ كَانَ لَهُمْ فِيهِ أَنَاةٌ فَلَوْ أَمْضَيْنَاهُ عَلَيْهِمْ فَأَمْضَاهُ عَلَيْهِمْ
مسند امام احمد بن حنبل · Hadith 2877
It was narrated that Ibn Abbas said: At the time of the Messenger of Allah (PBUH) and Abu Bakr, and for two years of 'Umars caliphate, the threefold talatj was counted as one. Then 'Umar (RA) said: The people have begun to be hasty in a matter in which they should be careful and deliberate. Now we should take them at their word. And he did that [i.e., counted the threefold taliiq as three].
